Born on March 18, 1936 in Minsk, Russia, Clem immigrated to Canada in 1953 with his parents and siblings and resided in Coaldale. The family initially worked to make a living in the sugar beet farming industry. His father later purchased an acreage just outside of Coaldale. In 1960 Clem moved to the town of Coaldale. Living in Coaldale, he worked in the upholstery trade for many years in Lethbridge, however due to a work related injury he changed his vocation and worked briefly for Burdick Industry until his retirement. Clem was a member of the German Canadian Club of Lethbridge where he especially enjoyed the Shooting Group. Clem enjoyed gardening, fishing, camping, soccer and hockey. His great talent for upholstery was shown in the fact that he could make something out of nothing with his tinkering. He delighted in having coffee with his friends on a regular basis.
